City Manager Weekly Update - August 5, 2016
Congratulations to Economic Development Manager Jennifer Quinn. Jennifer is the co-author of an article published in the Journal of the Community Development Society entitled: More than Noise: Employing Hip-Hop Music to Inform Community Development Practice.
The Los Altos City Council’s next regular meeting is scheduled for August 23, 2016. As staff begins to develop the reports for that agenda, I want to highlight a few items:
- At 6:00 p.m. that evening the City Council will meet with the Senior Commission to discuss the Commission’s work plan. This will be the first opportunity for the new commissioners to meet with, and hear from, the City Council.
- The annexation of six properties on Jardin Drive, originally scheduled to be heard in September, has been moved forward to August 23.
- Staff had anticipated placing a new minimum wage ordinance on the August 23 agenda, but staff has some unresolved questions about the proposed ordinance so we have decided to postpone Council consideration until September.
Downtown Employee Parking Update
The City of Los Altos is pleased to announce the rollout of iParq, a web-based system that will allow residents, business owners, employees and visitors to self-manage parking permit purchases and citations online. The system is currently being tested with plans for full implementation in early September. Outreach to downtown merchants has begun and more information will be shared soon.
Assistant City Manager
Aircraft Noise Update
The Select Committee, a group of elected officials appointed by Congressmembers Eshoo, Farr and Speier to study aircraft noise in the region, is now in working-group mode and is meeting with the Federal Aviation Administration (FAA) to discuss options and to formulate recommendations they will present to local members of Congress. The Select Committee met on August 4, 2016 and discussed with the FAA progress made on aircraft decent patterns and FAA rules and procedures to make improvements to accommodate decent patterns and night flight paths. The FAA is hoping to expedite procedures that generally require 18-24 months to implement. Councilmember Jean Moro is an alternate member of the Select Committee and has been in attendance at both the public and working group meetings.
The next meeting of the Select Committee is on Thursday, August 18, 2016 at the City of Palo Alto Council Chambers, 1:00 p.m. to 4:00 p.m. The meeting is open to the public but because it is a working meeting of the Select Committee, the public will not be invited to speak.
The City Manager’s Weekly Update will continue to provide information on the proceedings of the aircraft noise issue.

2016 City Council Election
The Nomination Period for the 2016 City Council Election opened on July 18, 2016. As of Friday, August 5, 2016, the following individuals have taken out nomination papers: Jeannie Bruins, Neysa Fligor, Alex Glew, Lynette Lee Eng, Jan Pepper and Steve Smiley. The Nomination Period will close at 5:00 p.m. on Friday, August 12, 2016. Individuals interested in running for City Council should contact the City Clerk’s Office at (650) 947-2720.
Sculpture Installation
On Monday, August 1, 2016, artist Paul Kuniholm Pauper installed Stainless Heart, Edition Three at the intersection of Main and Third Streets. The sculpture is on loan to the City for two years.
Commission Openings
The City is currently recruiting for openings on the following Commissions: Bicycle and Pedestrian Advisory, Financial, Historical, Library, and Public Arts. Interviews are tentatively scheduled for Tuesday, September 20, 2016. Applications are due on Friday, September 9, 2016 and may be completed online or submitted in person to the City Clerk’s Office at City Hall, 1 N San Antonio Road. For more information, click here.

Approved Construction Hours
Those who are thinking of adding on to their home or have a construction project going on in their neighborhood frequently call with questions regarding when construction can take place in their neighborhood. Following are the approved construction days/hours in Los Altos:
Residential construction hours are 7:00 a.m. to 5:30 p.m. Monday through Friday and 9:00 a.m. to 3:00 p.m. on Saturday. Commercial construction hours are 7:00 a.m. to 7:00 p.m. Monday through Friday and 9:00 a.m. to 6:00 p.m. on Saturday. Construction is not permitted on Sunday or City observed holidays including: New Year’s Day, Memorial Day, Independence Day, Labor Day, Veterans Day, Thanksgiving Day and Christmas Day.
Is it the Floor Area or Lot Coverage that Matters?
A frequent question at the Planning counter is what the difference between floor area and lot coverage is. Floor area is the space enclosed by the walls on each floor of a building. It is measured to the outside edge of the exterior walls and includes halls, stairways, service and mechanical equipment rooms, interior courts, garages, carports and enclosed accessory structures. It does not include basements.
Lot coverage is the area of a site that is covered by the footprint of all structures, both open and enclosed, that are over six feet in height. A building footprint is measured to the outside edge of exterior walls and/or supports and includes covered porches, gazebos and trellises.
Limits on the floor area are typically useful in the guidance of massing of a structure on a lot and whether a building, given its size or mass, is appropriate for a neighborhood. Lot coverage on the other hand is a tool used to provide the open space on a site and make sure that there is adequate landscaping and opportunities for rain water to percolate into the soil; thereby, increasing the recharge of underlying aquifers. Each is important in the review of applications for development and especially in evaluating a project for its appropriateness in a neighborhood. The percentages for floor area and lot coverage change by the zoning district, so be sure to check with Planning staff in the Community Development Department for guidance on what the percentages are for your property.

National Night Out
The Los Altos Police Department would like to thank our wonderful residents for the amazing National Night Out celebrations held on Tuesday, August 2, 2016. We always enjoy this opportunity to get to know our residents better and address concerns and questions that arise. This year, we were pleased to have Interim City Manager Chris Jordan join us as we visited neighborhood celebrations. Members of Santa Clara County Fire Department also celebrated this annual event in Los Altos.
Telephone Scam Alert
Phone scams continue to be a serious issue and we would like to urge residents to be alert and informed in order to avoid being a victim of a scam. It’s also important to share this information with your loved ones, especially older adults who tend to be frequent targets. Currently, IRS and US Treasury phone scams are making the rounds. Here are some quick reminders from IRS.gov:
The IRS will never:
- Call to demand immediate payment, nor will the agency call about taxes owed without first having mailed you a bill.
- Demand that you pay taxes without giving you the opportunity to question or appeal the amount they say you owe.
- Require you to use a specific payment method for your taxes, such as a prepaid debit card.
- Ask for credit or debit card numbers over the phone.
- Threaten to bring in local police or other law-enforcement groups to have you arrested for not paying.
If you get a phone call from someone claiming to be from the IRS and asking for money, here’s what you should do:
If you don’t owe taxes, or have no reason to believe that you do:
- Do not give out any information. Hang up immediately.
- Contact TIGTA to report the call. Use their “IRS Impersonation Scam Reporting” webpage. You can also call 800-366-4484.
- Report it to the Federal Trade Commission. Use the “FTC Complaint Assistant” webpage. Please add "IRS Telephone Scam" in the notes.
If you know you owe, or think you may owe:
- Call the IRS at 800-829-1040. IRS workers can help you.
Stay alert to scams that use the IRS as a lure. Tax scams can happen any time of year, not just at tax time. For more, visit “Tax Scams and Consumer Alerts” on IRS.gov.
Public Works
City Hall Lobby ADA Improvements
City Hall visitors with disabilities will have a new experience on their next trip to City Hall. This week, new Americans with Disabilities Act (ADA) compliant improvements were installed in the City Hall front lobby. Improvements include a new counter, benches and other furniture to enhance the City Hall visitor experience.
Stevens Creek Trail Joint Cities Working Team Meeting
On August 9, 2016, a meeting will be held by the Stevens Creek Trail Joint Cities working team to review the outcomes by the Los Altos, Cupertino, Mountain View and Sunnyvale City Council meetings regarding the Stevens Creek Feasibility Study, working team recommendations, as well as next steps. The meeting will be held at 1:30 p.m. at Sunnyvale City Hall, West Conference Room, 456 W. Olive Avenue.
School Route Projects - Consultant Selection
The University Avenue and Lincoln Avenue raised crosswalk and the El Monte Avenue Sidewalk Gap Closure aims to improve routes to school and safety for school aged children. Staff reviewed four proposals for design services including construction administration support. TJKM Transportation Consultants was selected to complete this work. A draft design services contract and determination of project kick-off meeting will be drafted and discussed next week.
Road Maintenance Capital Improvement Projects
A combined pre-construction meeting was held between the contractors for the Annual Road Resurfacing, Street Striping, and Slurry Seal Projects. These projects help preserve the structural integrity and extend the useful life of the asphalt road surface. In late July, residents in the project areas were notified by mail regarding the upcoming road maintenance work. The contractor will send another notice to residents of the impending work 48 hours in advance of work commencing. The work is schedule to begin on September 24, 2016.
Downtown Capital Improvement Projects
First Street Utility Undergrounding Project
This week PG&E, AT&T and CableCom continued work to transfer existing utility facilities to the new temporary pole installed in Parking Plaza 1 as part of the First Street Utility Undergrounding Project. The temporary pole will enable the removal of sidewalk anchors which currently block pedestrian sidewalk access adjacent to the Parking Plaza. The pole and its anchor will be removed at the end of the project.
Parking Plaza 3 Driveway & Drive Aisle Improvement Project
Demolition of the sidewalk nearest to buildings located along the drive isle in Plaza 3 started Wednesday, August 3, 2016 and it is anticipated to be completed by the end of the day today, August 5. The contractor will be preparing the subgrade and form for the concrete pour that is scheduled to take place next week. The San Antonio Road entrance to Parking Plaza 3 located at the rear of Enchanté Boutique Hotel will remain open during the sidewalk demolition. The project is scheduled to be completed by Friday, August 26, 2016. Construction is scheduled Monday through Friday and through access and parking will be temporarily impacted as a result of the required work. Alternative access routes and parking is encouraged during the duration of the project.
Parking Plaza Driveway Approach Project
The Parking Plaza Driveway Approach Improvement Project is now tentatively scheduled to begin construction work on Monday, August 22, 2016. Construction is anticipated to be complete by September 16, 2016. This project will upgrade driveway approaches in Parking Plaza 1 (along First Street) and Plaza 10 (along West Edith Avenue) to create Americans with Disabilities Act (ADA) compliant sidewalks across the driveway approaches.
Recreation & Community Services
Staff Retirement
Long-time Recreation Supervisor, Peggy Ford, will be retiring next month. Peggy has been serving the Los Altos Community for the last 15 years in her supervision of all aspects of Recreation & Community Services. Peggy’s recreation career has spanned 32 years serving the communities of Cupertino and Los Altos. Our department and this community will miss her as she heads off into a well-deserved retirement. We all wish her the best and hope she thoroughly enjoys the next chapter in her life.
Facilities
The Grant Park Community Center is scheduled for improvements! To complete these improvements both buildings at Grant Park will be closed to all access for a two week period August 22 - September 5, 2016. The facility will reopen for use on September 6, 2016. All classes and programs scheduled during this time have been either cancelled or relocated. The facility improvements taking place are the exterior painting of the buildings, the installation of new blinds on the upper windows of the Multipurpose room, and the installation of acoustic panels in the Multipurpose lounge area.
Senior Programs
Casual Dining with Cora is a no-host restaurant experience where you can meet new people while dining out. This month’s dining experience will be hosted at Urfa which is located at 233 State Street in Los Altos. The Parks and Recreation Commission’s next regular monthly meeting is scheduled for Wednesday, August 10, 2016. It will be held at the Grant Community Center, Room 3 at 7:00 p.m. The meeting packet will be posted on the Parks and Recreation Commission meeting webpage.
