On June 10, 2014, Council approved the use of the CIP/Gas Tax funds to improve the cross–slope, storm water drainage and vehicular access for Parking Plaza 3. This project was incorporated into the approved FY 14-15 budget for the Plaza 3 Driveway and Drive Aisle Re-paving Project.

The limits of the work are from the raised crosswalk at the real entrance of 139 Main Street to the Plaza 3 entrance at San Antonio Road. The work includes grinding the existing pavement and repaving with new grades to provide positive drainage, removing and replacing new sidewalk and curb along the rear entrances of the building and installing new parking stall stripings and traffic markings. It is likely a new storm drain inlet will be required to capture and convey storm water to the storm drain main pipe on San Antonio Road.

Anticipated Traffic Impact

This project will impact traffic circulation and parking in a portion of Plaza Three, located along San Antonio Road. The project area begins at the driveway entrance located at the rear of Enchanté Boutique Hotel and runs down the length of the Parking Plaza up to the rear entrance to Spot Pizza, located near the intersection of San Antonio Road and Hillview Avenue. In order to minimize traffic/parking impacts, the project will be completed in two stages. Stage one will include the demolition and replacement of sidewalk, curb and gutter in the work area. Normal traffic circulation will be maintained during this phase of the project. Stage two will include pavement resurfacing, which will require the closure of the driveway entrance located at the rear of Enchanté Boutique Hotel. The City is working to identify creative solutions to minimize traffic disruption and maximize the availability of parking stalls while this project is under construction.

Status Updates

Monday, June 27, 2016: This project is tentatively scheduled to begin on Monday, July 11, 2016.

Friday, July 15, 2016: Dalian Construction has been awarded the contract for the Parking Plaza 3 Drive Aisle Improvement Project. Construction is scheduled to begin on Monday, July 25, 2016 and be completed by Friday, August 26, 2016. Construction is scheduled Monday through Friday. Access to Plaza 3 from San Antonio Road and some parking in this Plaza will be temporarily impacted as a result of the required work. Alternative access routes and parking is encouraged during the duration of the project.

Friday, July 22, 2016: The project schedule has been updated. Construction is now due to begin on Wednesday, July 27, 2016 and be completed by end of September 2016. 

Friday, July 29, 2016: Dalian Construction crews commenced construction on Wednesday, July 27, 2016. Construction is scheduled Monday through Friday and through access and parking will be temporarily impacted as a result of the required work. Alternative access routes and parking is encouraged during the duration of the project.

Friday, August 12, 2016: Starting Monday, August 15, 2016, the contractor is scheduled to pour the concrete sidewalk, curb and gutter. Due to the size of the concrete truck, the driveway entrance located at the rear of Enchante Boutique Hotel on San Antonio Road will be closed during the concrete pour. The concrete pour will last for two days. On Wednesday, August 17, 2016, phase 2 (AC driveway) will begin and the entire driveway will be closed until the project is complete.

Friday, October 7, 2016: Asphalt grinding will take place beginning Monday, October 10, 2016 in Parking Plaza 3. Work is expected to continue into Wednesday, October 12 to allow time for repaving and striping. Access to Plaza 3 from San Antonio Road and some parking in this Plaza will be temporarily impacted as a result of the required work. Alternative access routes and parking is encouraged during this time. Prior work recently completed by contractors did not meet City standards, which is why this follow-up asphalt work is planned.
