Excellence in Financial Reporting Award
The City of Los Altos officially received our Government Finance Officers Association (GFOA) award for Excellence in Financial Reporting for our FY15-16 Comprehensive Annual Financial Report (CAFR). The GFOA established the Certificate of Achievement for Excellence in Financial Reporting Program (CAFR Program) in 1945 to encourage and assist state and local governments to go beyond the minimum requirements of generally accepted accounting principles to prepare comprehensive annual financial reports that evidence the spirit of transparency and full disclosure and then to recognize individual governments that succeed in achieving that goal. Reports submitted to the CAFR program are reviewed by selected members of the GFOA professional staff and the GFOA Special Review Committee (SRC), which comprises individuals with expertise in public sector financial reporting and includes financial statement preparers, independent auditors, academics, and other finance professionals.

Assistant City Manager
Provide Input on Draft Plan Bay Area 2040 by June 1
After two years of public discussion and technical work, the draft Plan Bay Area 2040 is available for public comment through June 1, 2017. The Metropolitan Transportation Commission (MTC) and the Association of Bay Area Governments (ABAG) want to hear from citizens on this regional plan that addresses how the Bay Area will grow over the next two decades. The Plan identifies transportation and land use strategies to enable a more sustainable, equitable and economically vibrant future. Lend your voice to the discussion on future actions and transportation funding priorities that the Bay Area can take to encourage more efficient and effective transportation and adequate housing supply while protecting the environment. Citizens are encouraged to share what they think of the Plan’s goals, proposed growth pattern, transportation investment strategy and key actions identified to address ongoing and long-term regional challenges.

Community Development
Downtown Vision Kickoff
The Downtown Vision kickoff event was held on Tuesday at Veterans Community Plaza. An estimated 150+ persons attended the event and provided their thoughts on the Downtown’s future. Numerous activities were provided to elicit the thoughts and ideas of those who attended. The next event, a Pop-up Workshop, will be held at the Downtown Farmers’ Market on Thursday, May 4, 2017. Loyola Corners Study Session
The City Council along with the Planning and Transportation Commission held a study session on the Loyal Corners Specific Plan last night – based on the feedback provided, staff will update the plan accordingly.
Density Bonus Regulations
A new code introducing a customized density bonus regulation for Los Altos is taking shape. A draft ordinance has been completed and it is now being reviewed by the City Attorney. It is expected that the Planning and Transportation Commission will consider this at their meeting on May 18, 2016.
Planning Staff Search
The top candidate for the senior planner position has been invited back for a second interview. The goal of having a senior planner on staff in the near future is close to being realized.
Police
Crime Prevention Talk with Seniors
On April 19, 2017, Los Altos Police personnel attended the Senior Program’s Luncheon at Grant Park Community Center. Chief Andy Galea, Community Service Officer Amanda Pitman, and Sergeant Katie Krauss presented a one-hour workshop to provide information on crime prevention, home security and scams. The class was well attended and the participants had some excellent questions and suggestions for the Police Department. We look forward to attending again soon.
Complimentary Emergency Preparedness Training Available May 4, 2017
The next complimentary Personal Emergency Preparedness (PEP) training is scheduled for Thursday, May 4, 2017 from 6:00 p.m. to 9:00 p.m. at Hillview Community Center. Taught by Santa Clara County Fire Department personnel, this engaging course is designed to teach residents how to be self-sufficient in the event of an emergency until relief is available. Topics covered include basic preparedness skills and supplies, workplace and home safety, what to do when your phones don’t work and more. Coexisting with Coyotes Seminar
The Town of Los Altos Hills Open Space Committee is hosting a Coexisting with Coyotes Seminar on Thursday, April 27, 2017 at 7:00 p.m. at Los Altos Hills Town Hall, 26379 Fremont Road. Wildlife Ecologist and Environmental Educator Ashley DeLaup will share information about coyote behavior, biology and tips about how to avoid negative encounters with the animals. Ashley has consulted and collaborated with city agencies, communities and environmental nonprofits as well as local and nationally known scientists to create effective strategies to reduce urban conflicts with coyotes and other wildlife.
For those unable to attend, please keep the following tips in mind:
- If you see a coyote that appears to be healthy and non-aggressive, the best thing to do is leave it alone and it will move on. However, if a coyote is acting aggressive toward you or your pet, or appears to be injured or sick, please call Palo Alto Police Dispatch at (650) 329-2413 and an Animal Control Officer will respond as soon as possible.
- Never feed coyotes. Their life and your safety depend on coyotes remaining wild and naturally wary of people.
- Remove attractants; pick up trash, secure garbage, and feed pets indoors. Do not leave food or pets outside at night.
- Walk dogs on leashes, per Los Altos Municipal Code Section 5.08.010, especially during coyote pup rearing season (April-August). Pick up your small dog if you see a coyote and don’t let pets roam.
- Coyotes are not typically aggressive toward humans. If approached, don’t run. Wave your arms, make noise and walk toward the coyote until it retreats. Be “Big, Bad and Loud.”
- Avoid areas where coyotes may be denning or feeding/hiding pups.
- Appreciate coyotes from a distance.

Public Works
Civic Center Orchard Maintenance
With the recent ending of the drought, the City is finally able to plan for planting of replacement trees in the Civic Center orchard. In preparation of the planting, a soil test was conducted in January. The soil report provided a list of recommendations amending the soil which will be implemented prior to new tree planting. This week, we placed an order for 100 new apricot trees, which will be available to us late this year or early next year.
Loyola Corners Signal Operation
The City recently retained a traffic consultant to conduct a study to evaluate the feasibility of stop-control at the intersections of Fremont Avenue/A Street and Fremont Avenue/Miramonte Avenue in Loyola Corners. These closely spaced intersections that have historically been signalized had an unexpected opportunity to experience a stop-controlled scenario during the Loyola Bridge Renovation project completed by the County of Santa Clara between the summers of 2015 and 2016. As part of that project, new signal equipment was installed at these two intersections. During construction, the intersections were controlled by stop signs. After the bridge project was completed in late summer of 2016, because of technical issues with the newly installed signals, the signals were set on flashing red for several months. Once the signals returned to normal operation in November 2016, the City received many requests to keep them in “flashing red” mode, as motorists reported increased traffic delays with normal signal operation. The findings of the traffic study will be presented to the Bicycle and Pedestrian Advisory Commission at its April 26, 2017 meeting.
Bid - City Hall HVAC Upgrades
Engineering opened bids this week for the replacement of HVAC equipment at City Hall. The existing HVAC equipment has reached the end of its useful life and needs replacement. New equipment is expected to be more reliable and energy efficient. Work is expected to occur in the late spring/early summer.
Wayfinding Sign Project
Next week, the City’s Contractor, VKK Signmakers will be installing new wayfinding signage for parking downtown. Wayfinding signs are directional signs that guide people to key destinations and help them locate important resources within the area. The new signs will direct motorists on Main Street and State Street to nearby Parking Plazas. Signs will be mounted to existing street light poles. The intent of this project is to update and organize a new sign program that beautifies and simplifies wayfinding to and within the commercial districts of Los Altos for both visitors and residents. Additional monument signs and pole mounted signs will be installed in the coming weeks throughout the City.

Youth Commission Now Accepting Applications
The City is now accepting applications to serve on the Youth Commission. Applicants must be City of Los Altos residents and currently in grades six to eleven. Members are appointed to two-year terms. Five positions expiring in June 2019 are now available with two incumbents eligible for reappointment. Applications are due by Friday, May 5, 2017. Interviews are tentatively scheduled for Thursday, May 11, 2017.

Girl Scout GOLD Award Demonstration Garden Project at Woodland Library
Girl Scout Alyssa Robins provided these words of gratitude for the progress made on the planning, design and upcoming installation of the drought tolerant plantings at the Woodland library on May 5 – 7, 2017. The project is in coordination with the City of Los Altos and the partners who came together to fund and resource the garden.
“I would like to thank our ever-so-generous sponsors: California Water Service, GreenTown Los Altos, Bay Maples, and staff of the City of Los Altos, who have so graciously spent their time and effort to help make this project a success. Because of their aid, I believe this drought-tolerant demonstration garden will surpass my highest expectations! CalWater has provided funding for all the plants, rocks, and other garden components for the project, GreenTown the vertical garden and brochures, and Bay Maples and the City of Los Altos the signage. The wonderful people behind these organizations are also volunteering their time to help install the garden in all its many components.
Without their help, support, and expertise, this garden would not be nearly as wonderful as it now will be. Not only have these partners helped in funding, but also in planning and organizing the project as it continues to progress. Their knowledge has been invaluable, and I have learned so much from them about how to create a work plan and garden design, organize funding, and gather volunteers for planting. Their moral support has helped me gain confidence in myself and the project, and it is wonderful to be able to give back to the community alongside such wonderful partners. To everyone who has helped make this project a success--my gratitude goes out to you! Thank you!”
