Santa Clara County Leadership Academy (SCCLA) Graduation
Congratulations to Aida Fairman, Associate Civil Engineer and Andrew Tseng, IT Analyst for their completion of the 2016 SCCLA. In 2010, ten local governments in Santa Clara County formed a cooperative to offer a Leadership Academy for emerging leaders. This year’s Academy launched in April 2016 and consisted of eight one-day sessions (one session per month). The curriculum of this certificate program consists of in‐class presentations by current and retired City Managers and other local government leaders, critiques of case studies, and a team project.
City Offices Closed on Friday for Veteran’s Day
City offices will be closed on Friday, November 11, 2016 in observance of Veteran’s Day. The Police and Fire Departments will remain open and operational. All other offices will reopen on Monday, November 14 at 8:00 a.m.

Aircraft Noise Update
The Select Committee on South Bay Arrivals received public comments and held discussions on the Select Committee’s draft recommendations that were published on October 20, 2016. The Select Committee will hold its final working meeting that is open to the public on November 17, 2016 at Palo Alto City Hall from 1:00 p.m. to 4:00 p.m. The Committee will continue discussions and are expected to adopt the final recommendations which will be presented to Congress members Eshoo, Farr and Speier who established the Committee. City Council Election
An election for three City Council seats was held on Tuesday, November 8, 2016. Ballots are still being counted by the Registrar of Voters, which has thirty (30) days to certify the results of the election. To track election results, visit the Registrar of Voters website.
Artistic Bike Rack Design Competition
The public is invited to submit entries into the City’s second Artistic Bicycle Rack Design Competition. Entries should be submitted to the City no later than November 21, 2016. For more information, click here.
Community Development
Zoning Code Amendments Modify Height Limits
This Tuesday, November 8, the City Council passed two ordinances that achieve the following:
- Reduce the height limits for the CD and CD/R3 Zone Districts from 45’ to 30’ for commercial or mixed use projects and to 35’ for entirely residential projects;
- Change roof structure classifications, height limits, and coverage limits;
- Add penthouse and tower definitions; and
- Amend the design review findings.
These amendments were the product of the former Downtown Buildings Committee’s analysis of City’s codes, policies, and practices that are used in the review of development proposals in the Downtown. The goal of these code amendments, along with other recommendations by the Committee, are to:
- Achieve development in the Downtown that aligns with community expectations;
- Improve predictability in future downtown development proposals for the community and applicants;
- Make the commercial development process smoother and more transparent for all;
- Expedite development review process by clearly defining community expectations; and
- Acquire the quality development the community wants and deserves.
Planning and Transportation Commission to Review Past Projects
Each year, the Planning and Transportation Commission spends a good part of one of its meetings reviewing projects that they either approved or recommended approval of to the City Council. At its next meeting on Thursday, November 17, the Commission will be reviewing several projects that they have considered at past meetings. This process gives them some insight on how best to evaluate projects they will consider in the future.
Building Inspector Adds to Knowledge Base
Veronica Tinoco, our newest building inspector, recently passed another one of the building inspection certification tests, which acknowledges and records her proficiency at plan checks and inspections for residential structures. The testing program is designed to ensure that inspectors have a working knowledge of the building codes that they use day to day. This is just one of a number of exams that inspectors can take to expand their knowledge base and apply to the inspections they conduct to make sure homes and businesses in Los Altos are safe for residents and visitors.

Chief Younis to Retire in December; Captain Galea Named as Successor
After nine years as the City’s top public safety official, Los Altos Police Chief Tuck Younis announced his retirement from the City of Los Altos effective December 17, 2016. Police Captain Andy Galea has been named as his replacement.
“I am grateful for the opportunity to have served the residents of Los Altos,” said Younis. “This is a wonderful community with wonderful people living and serving here. During my time here, we have made great strides in connecting and working with members of the public to improve public safety in the City of Los Altos.”
Younis served in the San Jose Police Department for 29 years prior to joining the City of Los Altos in 2007.
City Manager Chris Jordan is pleased to announce Los Altos Police Captain Andy Galea as the new Police Chief effective upon Younis’ retirement.
“While we are sad to see Chief Younis leave the City, the Police Department is in excellent hands with Chief Galea,” said Jordan. “Chief Galea brings years of experience and a life-long commitment to public service and is more than up for the task of filling Chief Younis’ shoes.”
Galea spent the majority of his police career with the San Jose Police Department rising to the level of Deputy Chief before becoming Chief Younis’ second-in-command in 2009. Chief Galea’s law enforcement experience includes assignments as Chief of Field Operations and Chief of Investigations, in addition to developing a strong commitment to working closely with business and neighborhood groups. As a Captain in Los Altos, Chief Galea’s primary focus has been on the oversight of the Department’s day-to-day operations, including patrol, traffic and investigations.
Public Works
Shoulder Paving Policy
The City adopted a Shoulder Paving Policy in 2001 with the primary goals to narrow streets, define the street edge, and provide traffic calming. The “shoulder” refers to the portion of the public right-of-way between the property line and the improved roadway. Recently, the City Council directed staff to re-evaluate the Shoulder Paving Policy for opportunities to incorporate current stormwater management best practices and to address aesthetic and other concerns associated with the implementation of the Policy. Working with the Environmental Commission, staff has completed the evaluation and made modification recommendations to meet the study goals. The recommended changes will be presented to the City Council at its study session on November 15, 2016. To view the staff report, click here.
First Street Utility Undergrounding Project
PG&E and its subcontractor, Accubore, continue work on the aerial to underground utility conversion project on First Street. The project will underground all overhead utility lines (PG&E, AT&T, and Cablecom) and remove utility poles on First Street from Parking Plaza 1 to San Antonio Road. This week PG&E, AT&T and CableCom continued work to transfer existing utility facilities to the new temporary pole installed in Parking Plaza 1. The temporary pole will allow for the removal of sidewalk anchors which currently block pedestrian sidewalk access adjacent to the Parking Plaza. The pole and its anchor will be removed at the end of the project.

Have fun making a Gingerbread House with family and friends and then bring it to share with the Los Altos Community at our Annual Gingerbread House Exhibit! The exhibit will be held November 28 – December 6 at the Hillview Community Center, Room 2. Applications and guidelines are available online and in the Recreation & Community Services Front Office. Registration will close when the exhibit is full or by November 18, 2016 (whichever comes first). This is a FREE event that is open to all ages!
