Aircraft Noise Update
On Wednesday, June 15, 2016, the Select Committee (SC) held its San Mateo County community meeting at Sequoia High School in Redwood City. Councilmember and alternate member, Jean Mordo participated in the Select Committee proceedings with Supervisor Joe Simitian presiding as the SC chair. A report addressing the FAA (Federal Aviation Administration) Northern California Initiative Feasibility Study was presented by Mr. Glen Martin, FAA Regional Administrator for the Western-Pacific Region. Mr. Martin serves as the principal representative of the FAA Administrator. The SC members were able to ask technical and clarifying questions of Mr. Martin. Following Mr. Martin’s presentation, representatives from four local noise group communities presented their reports. The groups were Sky Posse Los Altos, Quiet Skies Los Altos, Quiet Skies Santa Cruz Mountains and Californians for Quiet Skies (Portola Valley). Members of the SC asked follow-up questions of the noise groups and persons in the audience were then invited to present public comments to the SC members.

The last of the three SC meetings to convene community input will be held:

Select Committee Meeting

Working Meetings scheduled for the Select Committee
The SC has scheduled two working group meetings for the Committee to discuss the community input that was gathered during the three community meetings and to develop a response to the FAA Northern California Initiative Feasibility Study. The working meetings of the SC are scheduled on Friday, July 15 and 22, 2016, at the City of Palo Alto Council Chambers from 1:30 p.m. to 5:00 p.m.

The City Manager’s Weekly Update will continue to provide information on the proceedings of the aircraft noise issue.    

The Select Committee was appointed by Congressmembers Eshoo, Farr and Speier and is comprised of elected officials from many the affected localities. Additional information on the Select Committee is available on Congressmembers Eshoo's website. 

AED/CPR Training for Staff

Recreation Leaders and City Staff Participate in Safety Training in Partnership with Santa Clara County Fire
In partnership with Santa Clara County Fire Department Community Education Services, this week the City held AED/CPR (automated external defibrillator and cardiopulmonary resuscitation) and first aid training for City employees. County firefighter personnel provided the all-day training program at Hillview Community Center. The Recreation & Community Services Department summer camp recreation leaders attended the training along with City Hall staff members who work with the public. The City's Maintenance Service Center (MSC) staff who work in parks, roads, facilities and sewers will be the next group to take this important safety training. For many employees, the all-day program is an opportunity to be trained or to refresh their AED/CPR and first aid skills. Employees who are trained can provide necessary care and assistance to the public in the event of an emergency incident.

Administrative Services

Interim Administrative Services Director
The City is pleased to welcome Susan Stark as Interim Administrative Services Director. Susan has many years of experience serving various appointments in Finance with public agencies across California and once served as interim Finance Manager for Los Altos. Susan will begin on July 5, 2016 and will oversee the Finance and IT Divisions until a permanent Administrative Services Director is selected. During this period of time, the Human Resources Department will be reporting directly to the City Manager.

New IT Technician
The City recently hired a new IT Technician, filling the final vacant position in the IT Division. Andy Kim comes to the City from the Moraga School District and he brings a wealth of knowledge and outstanding customer service. The IT Division is excited to have Andy as part of the team as it moves forward with several new IT projects. 

Community Plaza

Renaming Community Plaza
The City has launched a new topic on Open City Hall, Los Altos’ online forum for civic engagement. The new topic poses the question ‘Do you support the renaming of Community Plaza to Veterans Plaza to honor veterans?’ A group of community members recently approached the City with this proposal, which was considered at the Parks and Recreation Commission’s regular meeting on Wednesday, June 8, 2016. The Commission felt further community input should be gathered before making a formal recommendation to City Council. Residents are encouraged to share their thoughts on the topic: Open City Hall 

Community Development

Addition to the List of Mills Act Properties in the City
On June 27, 2016, the Historical Commission will consider a recommendation to the City Council to authorize the City Manager to enter into a Mills Act agreement for the Historic Landmark property located at 220 University Avenue. The Italian Renaissance residence was built in 1927 for the original owner, Frank Marini. The City of Los Altos currently has ten Mills Act Agreements for properties located in the City. The Mills Act provides for a reduction in property taxes for qualified historic properties. The goal is to use the money saved on property taxes to invest in maintenance, preservation, and enhancement of the historic structure. The standard term of a Mills Act Agreement is for a ten-year period with an automatic renewal clause each year.  

New Inspector to Start
Veronica Tinoco, the City’s new Building Inspector, will begin her duties on Monday, June 20, 2016. Veronica was previously with the City of Palo Alto where she served as a permit technician. She brings a great deal of customer service experience and is familiar with the full array of Building Division functions. We are anxious for her to start as the Building Division will once again have a full complement of inspectors.

Officer Eric Bardwell Receives Hero Award from MADD

Officer Receives Hero Award from MADD
Officer Eric Bardwell was recently recognized by Mothers Against Drunk Driving® (MADD) during the 18th Annual MADD Statewide Law Enforcement & Community Recognition Event held in San Diego, California. Founded by a mother whose daughter was killed by a drunk driver, MADD is the nation’s largest nonprofit working to protect families from drunk driving, drugged driving and underage drinking. During this event, law enforcement officers throughout California were recognized for their individual efforts to stop drunk driving. Officer Bardwell was also recognized, along with other Bay Area law enforcement officers, during a MADD event at Levi Stadium last month. Congratulations to Officer Bardwell for his outstanding, proactive police work.  

National Night Out

Register Your Neighborhood National Night Out Event
On Tuesday, August 2, 2016 from 6:00 p.m. to 9:00 p.m., neighbors throughout Los Altos are invited to join forces with thousands of communities nationwide for the 33rd Annual National Night Out anti-crime and drug prevention event. Los Altos residents are encouraged to participate by hosting a neighborhood potluck, ice cream social or other fun event. Register your event with the Police Department by July 22, 2016 and we’ll be sure to stop by!

National Night Out, which is sponsored by the National Association of Town Watch and co-sponsored locally by the Los Altos Police Department, involves over 16,124 communities in all 50 states, U.S. territories, Canadian cities and military bases around the world. Last year, approximately one million people participated in National Night Out, supported in part by the US Department of Justice, Bureau of Justice Assistance.

National Night Out is designed to:

  • Heighten awareness for crime and drug prevention
  • Generate support and participation in local anti-crime efforts
  • Strengthen neighborhood spirit and community-police relations
  • Send a message to criminals letting them know neighborhoods are organized and fighting back

Los Altos Named 21st Safest City in California

Los Altos Named 21st Safest City in California
SafeWise announced this week that the City of Los Altos was ranked 21st safest California city with a population over 10,000. Criteria are based on the most recent FBI Crime data, which is used to calculate each city’s safety score. Scores are determined based on information on violent crimes (aggravated assault, forcible rape, murder, robbery) as well as property crimes (arson, burglary, larceny-theft, motor vehicle theft). The safety of Los Altos is extremely important to city officials and we’re very proud to be one of the safest cities in the state.

Public Works

Annual Root Foaming Project
Public Works mailed letters to residents who will be impacted by the upcoming annual Root Foaming project. This project involves injecting an EPA approved chemical root control agent into the sanitary sewer mains. This chemical is designed specifically to kill the root growth present in the sewer lines and to temporarily prevent root re-growth, without permanently damaging the vegetation producing the roots. This is an effective treatment to reduce sanitary sewer overflow caused by tree root intrusion. This year’s project will be performed by City crews and work is scheduled to begin in a couple weeks.

Annual Concrete Repair Project

Annual Concrete Repair
Engineering received bids on June 16, 2016 for the City’s Annual Concrete Repair Project. This project is intended to address the highest priority repair locations. The primary focus is on the replacement of damaged sidewalks that pose potential public safety hazards caused from broken or uplifted sidewalks. The award of the project is scheduled for the June 28, 2016 City Council meeting.

Stormwater Treatment Device Inspections
Public Works staff completed its annual inspection of stormwater treatment devices located throughout the City. Each year, staff from engineering meets with property owners and officials from Santa Clara County Vector Control to review the operation and maintenance of treatment devices. These inspections are reported to the State Water Resources Quality Control Board as part of the City’s annual stormwater report.

Envision Sustainable Infrastructure Training
Public Works staff attended a training seminar to better understand the Envision Sustainable Infrastructure rating system. The rating system, similar to the LEED certification for building projects, is a comprehensive tool that provides a holistic, cost effective framework for evaluating and rating the community, environmental and economic benefits of all types and sizes of infrastructure projects. Staff will evaluate future capital improvement projects to potentially incorporate aspects of the rating system.

University Avenue and Lincoln Avenue Crosswalk Improvements & El Monte Avenue Sidewalk Gap Closure Projects
The City Council adopted the Fiscal Year 2016/17 - 2020/21 Five-Year Capital Improvement Program this week, which includes a number of school route improvement projects. The University Avenue and Lincoln Avenue Crosswalk Improvements and El Monte Avenue Sidewalk Gap Closure projects are two high priority projects budgeted for Fiscal Year 2016/17. Engineering issued a Request for Proposal for the design of these two projects this week.

Our popular Redwood Grove Nature Camp and Camp Shoup day camps begin on June 20, 2016. Camps are offered through August 19 and space is filling quickly. The Underground Teen Center begins summer hours on Wednesday, June 22, 2016. Summer hours will be 1:00 p.m. to 4:00 p.m. Wednesday through Saturday. Additionally, viewers can leave reviews for the facility at the same Google location. Note that the reviews are listed just under the virtual tour area.

Summer Concerts
We hosted our first Summer Concert of 2016 last night and our second Summer Concert will be held next Saturday, June 25, 2016 from 6:30 p.m. to 8:00 p.m. at Hillview Park. Come join us for a wonderful summer night of music provided by the Peninsula Symphony. Bring your family, pack a picnic dinner and enjoy the classical sounds of this local ensemble!
