City Offices Closed Monday for President’s Day

Community Emergency Response Team Training Begins in March
The key to surviving and thriving after a disaster is education and preparation. Residents are encouraged to join Santa Clara County Fire Department’s CERT program, which provides 21 hours of classroom and hands-on training to help you become prepared. The next CERT training series will be held at Los Altos Hills Town Hall on the following dates:
- Monday, March 6 – 6:00 p.m. – 9:00 p.m.
- Wednesday, March 8 – 6:00 p.m. – 9:00 p.m.
- Monday, March 13 – 6:00 p.m. – 9:00 p.m.
- Wednesday, March 15 – 6:00 p.m. – 9:00 p.m.
- Monday, March 20 – 6:00 p.m. – 9:00 p.m.
- Wednesday, March 22 – 6:00 p.m. – 9:00 p.m.
- Saturday, March 25 – 9:30 a.m. – 12:30 p.m.
CERT trainees will learn to mobilize neighborhood resources, deliver immediate assistance to victims, organize emergency communications and provide support to first responders. There is a nominal fee of $35 per person to cover class materials including a CERT vest and hard hat. Additional information can be found at sccfd.org. “Watch Your Waste” - Update from Community Meeting
A Community Meeting was hosted this week by GreenTown Los Altos (GTLA) in cooperation with the City of Los Altos and featured speakers on recycling, diversion, successes and trends in waste collection and the effort to improve our local environment by reducing reliance on landfill solutions. Speakers included Margie Suozzo, GTLA community member, Susanna Chan, City Public Works Director, Garth Schultz, Consultant with R3 Solid Waste Management Consulting Group and Tim Giacomini from Mission Trail Waste Systems, the City’s contractor for waste collection, recycling and diversion. Progress in diverting waste from landfills by recycling and composting methods and successes for the City were presented and discussed. Included were requirements of State laws, diversion data and recycling efforts (see Slide 6). Factors affecting diversion efforts in Los Altos and best practices for achieving high diversion rates were discussed and were followed by Questions and Answers.

City Council Open Office Hours
The Los Altos City Council will host an Open Office Hours event on Thursday, February 23, 2017 at Grant Park Community Center, Room 3 from 9:00 a.m. to 11:00 a.m. One City Council member will be available to the public for this two-hour period to answer questions, receive input and discuss topics of interest to community members. All are welcome.

Secondary Dwelling Unit Regulations Revisions
The rules governing secondary dwelling units are currently under review in response to recently adopted state legislation and input from the City Council. Affordable housing is a State priority and secondary dwelling units are seen as a potential form of affordable housing. In evaluating the existing code, staff is reviewing minimum lot size requirements, parking requirements, and limits to the size of these units.
Building Division Looks to Improve Timing/Inspection of Storm Water Improvements
On-site collection and percolation of stormwater reduces the burden on the City’s stormwater conveyance system and is good for the health of underlying aquifers. Over the past several years, a number of rules and policies have been put in place to help achieve the on-site collection of stormwater. Many of the measures to achieve these new programs are installed when a new home is constructed or a substantial addition is undertaken. Inspectors are working at scheduling appropriate points during the construction process when these improvements can be installed and then inspected. This effort is intended to accomplish these activities at key points in the construction process in an effort to avoid delays and frustration when final inspections are requested.

Downtown Green Q&A Session February 21
The City of Los Altos is considering hosting the 2017 Downtown Green, formerly known as the Third Street Green. The proposed pop-up park would feature 20,000 sq. ft. of synthetic turf with chairs, tables and shade umbrellas, open to the public for all to enjoy. The Green will host nearly daily activities and special events targeted at multiple interests and age groups. Most importantly, the event will highlight local businesses and give local retailers the opportunity to sponsor and present events and activities on the Green. The Downtown Green would be located on Plaza 6, behind Veterans Community Plaza for the months of July and August. The proposed pop-up park will go before the City Council on Tuesday, February 28, 2017. A Q & A Session will be held on Tuesday, February 21 at 2:30 p.m. and again at 5:30 p.m. at the Los Altos Youth Center, 1 N San Antonio Road. Job Shadow Day
Last week, the Los Altos Police Department hosted several high school students for a MVLA “Job Shadow” event. These juniors and seniors were given an extensive tour of the Police Department. They also had the opportunity to speak with several employees about potential career paths within law enforcement, including the Patrol, Communications, and Records divisions. The students were treated to a fingerprinting lesson, led by Community Service Officer Amanda Pitman, using various collection methods. Agent Darren Michalek demonstrated some of our newest technology with the FLIR (forward looking infrared radiometer) device. The students were very enthusiastic about the work being done at the Los Altos Police Department. We look forward to hosting additional students next year, and hopefully seeing this year's attendees as applicants for department positions in the future.

CEQA Training
Engineering staff attended a California Environmental Quality Act (CEQA) training session this week to better understand the impacts of California environmental laws and regulations on both City and private development projects.
Miramonte Avenue at Berry Avenue Crosswalk Improvements
On February 22, 2017 the Bicycle and Pedestrian Advisory Commission will review a 35% design for crosswalk improvements at the intersection of Miramonte Avenue at Berry Avenue. The proposed improvements include a raised crosswalk, new curb ramps, rectangular rapid flashing beacons, storm drain facilities, a bulb-out, and advanced warning signs. These improvements are intended to improve access for Blach Intermediate and Loyola Elementary Schools.
El Monte Avenue Walkway Gap Closure
On February 22, 2017 the Bicycle and Pedestrian Advisory Commission will review a 35% design for a walkway gap closure project on El Monte Avenue between S. Clark Avenue and Almond Avenue. The proposed improvements include an improved raised crosswalk at S. Clark Avenue, a decomposed granite walkway on the west side, improved bike lanes, build-outs at Almond Avenue, a new crosswalk at Almond Avenue, and two new rectangular rapid flashing beacons for the intersection of S. Clark Avenue at El Monte Avenue and El Monte Avenue at Almond Avenue. These improvements are intended to improve access to schools in the area.
Maintenance Updates
This week, the Street Crews continued pothole repairs on Fremont Avenue for the section from Hwy 85 to Grant Rd. They also performed pathway maintenance and prepared for the next round of storms anticipated late this week and next week. The Facilities Crews worked on securing Tank House roof at the History Museum from further rain damage and assisted with an art installation at Grant Park. The Sewer Crews attended Traffic Control/Flagger training and performed routine maintenance and repair work. The Park Crews performed tree maintenance in Montclaire Park.

Senior Program Survey
The Los Altos Senior Commission is currently working with City staff to learn more about the interests and needs of the seniors in our community. One of the strategies to accomplish this is to gather input through an online Interest Inventory survey. If you are 55 years or over, a current Senior Program participant or not, your input on this survey would be greatly appreciated. The deadline to complete the survey is Friday, March 31, 2017. Tiny Tots Enrollment Opens Next Week
Registration for the Tiny Tots 2017/18 school year begins Tuesday, February 21, 2017. Tiny Tots is a play-based preschool program with a philosophy that acknowledges and respects the uniqueness of each child. We believe that a strong sense of self-esteem is developed through experiencing success in an age-appropriate environment, with a curriculum emphasizing social recreation and building positive self-worth. Los Altos Library to Celebrate Extended Hours
The Los Altos Library will host a special celebration in honor of their new extended hours of operation, which are now Monday through Thursday from 10:00 a.m. to 9:00 p.m. and Friday through Sunday from 10:00 a.m. to 7:00 p.m. The public is invited to join The Fratello Marionettes as they perform “Aladdin,” a free puppet show in the Orchard Room of the Los Altos Library this Saturday, February 18, 2017 at 11:00 a.m. The event is free and open to the public. No reservations are required. Remarks from local dignitaries will follow the performance.
