City Hall Closure
The City will observe a holiday closure Monday, December 26, 2016 through Monday, January 2, 2017. Most municipal offices will be closed, with some exceptions. The Police Department and Fire Department will remain open. Dial 9-1-1 or (650) 947-2779 if you have an emergency. Maintenance Services will also remain open weekdays from 8:00 a.m. to 5:00 p.m. and can be reached at (650) 947-2785. After-hours callers should dial the Police Department 24-hour business line at (650) 947-2770. Building Services will perform inspections on a limited basis during the closure. Call (650) 947-2754 to check appointment availability. The City’s normal business hours will resume on Tuesday, January 3, 2017 at 8:00 a.m. Sending warm holiday wishes to you and yours!
Chanukah Menorah Lighting in Downtown Los Altos
Bring the family out to the annual Chanukah Menorah Lighting on Sunday, December 25th at 5:00 p.m.! Los Altos Chabad will host this annual event in Veterans Community Plaza located at the corner of Main and State Streets in downtown Los Altos. The event will feature Chinese appetizers, latkes, doughnuts, live klezmer music by Hot Kugel and fun children’s activities.

Building Code Changes
The Building Division has been busy this week processing permit application submittals. As the new 2016 California Building Codes approach with the start of 2017, many have been submitting plans this week in an effort to have their project considered under the current building code. This surge in permit applications means that 2017 will have a very busy start.
Administrative Draft of the Loyola Corners Circulation Study Submitted
Two studies of the Loyola Corners area are currently being conducted by consultants, these include an economic analysis and a circulation evaluation. Key elements of the Loyola Corners Specific Plan Update hinge on the results of these studies as they will provide background information and data needed to support the policies and goals of this guiding document. An administrative draft of the Circulation Study has been submitted, which staff is in the process of reviewing and will be providing edits and notes to the consultants. This information will help form certain portions of the Loyola Corners Specific Plan, which will be reviewed again at a joint public workshop with the City Council and Planning and Transportation Commission in early 2017.
Larkellen Neighborhood Single-Story Overlay District
As noted in an earlier update, the City has received an application for a single-story overlay district in the Larkellen neighborhood. Staff has been reviewing the application and the next step in this process is to conduct a physical review of the area in an effort to determine that the boundaries of this overlay area have been appropriately established. If the overlay designation is approved – future development in this neighborhood, which encompasses properties on Larkellen Lane, Fallen Leaf Lane, Havenhurst Drive, and Ravenswood Drive, will be limited to a single-story.

Traffic Advisory for New Year’s Day Fun Run
The 2017 New Year’s Day ‘Rogue Run’ sponsored by the Recreation & Community Services Department will take place on Sunday, January 1, 2017 from 9:00 a.m. to 11:00 a.m. in downtown Los Altos. Please heed ‘No Parking’ signs along the parade route, which include the following locations:
- Entire length of Main Street
- Entire length of State Street
- First Street between State Street and Main Street
- Second Street between State Street and Whitney Street
- Whitney Street between Second and Third Streets
- Third Street between State and Whitney
Streets will be re-opened at 11:30 a.m. following the conclusion of the event. The Los Altos Police Department wishes you a safe and happy New Year!
Celebrate Responsibly
With the holidays upon us and festivities soon to begin, the Los Altos Police Department would like to remind motorists to never get behind the wheel after drinking and to watch out for those around you. Our officers will be on high alert looking for drunk or drugged drivers. Always report suspected drunk drivers by dialing 9-1-1. When reporting drunk drivers, it is helpful to note the make, model and color of the driver’s vehicle along with their location and direction of travel. Thank you for helping to keep Los Altos streets safe and free of impaired drivers.
Public Works
First Street Utility Undergrounding Project
PG&E and its subcontractor, Accubore, have been working diligently to convert all overhead utility lines (PG&E, AT&T, and Cablecom) to underground and removing utility poles on First Street from Parking Plaza 1 to San Antonio Road. Soon after the project was initiated, the contractor unexpectedly encountered a cluster of five underground storage tanks (UST). This discovery resulted in the contractor modifying their work sequencing to work around the UST site, which provided the City time to address this unforeseen condition. The City has since retained a qualified firm for UST removal and successfully removed all five tanks last week. All required UST removal procedures were followed and necessary remediation was performed. The PG&E contractor regained full access of the site and was able to complete all the conduit installation this week. It is anticipated they will return in early 2017 to perform the installation of cabling and transformers. The utility poles and associated wiring are expected to be removed in spring 2017.
Stormwater Funding Initiative – Public Outreach, Polling and Financial Engineering
The City of Los Altos has issued a request for proposals from qualified firms to assist in the development of a viable public financing mechanism for citywide stormwater management activities and capital needs as identified in the City’s Stormwater Master Plan. The City is seeking technical assistance to evaluate available funding options for stormwater quality programs and capital needs, gauge public support, provide public outreach and education, and if supported, pursue implementation of the preferred funding mechanism to meet stormwater program needs. Proposals will be due and evaluated in January 2017.
Sewer Improvements - Structural Reach Replacement
This capital improvement project replaces segments of pipes throughout the City which have been identified as having moderate to severe structural defects. This week, the City’s contractor, EPS, Inc. dba Express Plumbing completed work on the replacement of the sewer main on Granger Avenue and following the holiday break will begin work on Stonehaven Drive.
Crosswalk Signage Improvements
Staff is conducting a crosswalk signage audit throughout the City. The purpose of the audit is to ensure the appropriate advanced pedestrian and crosswalk signage is installed to warn motorists of pedestrian crossing locations. Staff will update and install new signage as needed.
Maintenance Updates
During the City Hall holiday closure, our maintenance crews will continue their routine maintenance activities and take advantage of the office closure to perform some special projects. These projects include deep cleaning of buildings in general, some carpet cleaning and flooring care at community centers, minor repairs and remodeling work in City Hall, and termite fumigation in the Municipal Services Center. The Municipal Services Center will be tented from December 28 through December 30. During the fumigation period, crews will operate at the Hillview Community Center.

New Year’s Day Rogue Run
This popular City of Los Altos tradition is back… with FORCE! Join us on Sunday, January 1, 2017 for our Rogue Run to walk, run or roll (strollers or wheelchairs) in this 5K event through downtown Los Altos. This year we will be having some themed fun so come out in your favorite space movie costume and start off the New Year right. There will even be a fun photo op at the finish. Please see the City website or the Los Altos Recreation Department Facebook page for more detailed information. So come out and have some fun on the first day of the year…if you’re not in a galaxy far, far away.
