Where We Stand On 8 Can't Wait

We recognize the eight use-of-force policies and utilize these in our policing. Excessive force is not tolerated in our Police Department. This is where we stand on '8 Can't Wait'. 

We are listening. We hear you. We understand that change is needed, and will strive for further development past the '8 Can't Wait' initiative. We are thoroughly reviewing current practices to ensure the utmost safety of everyone.

1.  BAN CHOKEHOLDS AND STRANGLEHOLDS

Our department policy does not permit chokeholds and strangleholds. As of June 9, 2020, the use of carotid control hold is prohibited.

2.  REQUIRE DE-ESCALATION

De-escalation requirements are found throughout our department policy manual, including our policies for mental health incidents, crisis intervention incidents, civil dispute incidents and the use of electro-muscular disruption technology (tasers). De-escalation techniques are regularly included in our various continued professional training topics.

3.  REQUIRE WARNING BEFORE SHOOTING

Our Use of Force Policy requires, where feasible, the officer shall make reasonable efforts to identify themselves as a peace officer and to warn that deadly force may be used.

4.  EXHAUST ALL OTHER MEANS BEFORE SHOOTING

Our department policy requires officers to evaluate the use of other reasonably available resources and techniques when determining whether to use deadly force. The use of deadly force is only justified when there is an imminent threat of death or serious bodily injury to the officer or another person.

5.  DUTY TO INTERVENE

Our department policy requires any officer to intercede to prevent the use of unreasonable force by another officer. It is also required that the officer immediately report the incident to a supervisor.

6.  BAN SHOOTING AT MOVING VEHICLES

Our department policy does not ban discharging a firearm at a moving vehicle; however, it is only authorized in situations when the officer reasonably believes there are no other reasonable means available to avert the threat of the vehicle or if deadly force other than the vehicle is directed at the officer or others.

7.  REQUIRE USE OF FORCE CONTINUUM

Our department policy requires officers to use only that amount of force, which reasonably appears necessary under the circumstances, to properly perform their lawful duties. Officers are required to also evaluate the use of other reasonably available resources and techniques when determining whether to use deadly force.

8.  REQUIRE COMPREHENSIVE REPORTING

Our department policy requires any use of force to be documented promptly, completely, and accurately in a police report.  The department provides the California Department of Justice with all data involving shootings and uses of force resulting in serious bodily injury.
