Santa Clara County Fire Department, the City’s fire services provider, has submitted their monthly report for April, which summarizes the Department’s activities in Los Altos and includes a breakdown by type of incident. You may review the report here: SCCFD April Report

Economic Development - Quarterly Sales Tax Update
The fourth quarter 2015 sales tax information, which is the most recent information concerning the City’s collection of sales taxes is now available. According to Economic Development Manager Jennifer Quinn, a few highlights/items to note:

  • Despite a relatively soft quarter on the national scale, Los Altos retail sales as approximated by the sales tax numbers were healthy year over year.
  • Low fuel costs took a bite out of the total, and some of the increase is attributable to the addition of new businesses, namely Steinway Piano.
  • The Fine Dining category outperformed year over year, and is the category that continues to post strong numbers in Los Altos.

Aircraft Noise Highlights
After six months of community engagement on the issue of aircraft noise in the bay area, on May 16, 2016, the Federal Aviation Administration (FAA) released its Noise Abatement document and feasibility study of the possible mitigation measures to the jet noise issues. The FAA study is a follow up to the FAA Initiative document published in November 2015. The Select Committee on South Bay Arrivals and the SFO Roundtable will study the Noise Abatement document in collaboration with the FAA in technical working sessions. Working session with the Select Committee and communities will be held on:

  • Wednesday, May 25, 2016: 6:00 p.m. - 8:30 p.m.; Santa Cruz Civic Auditorium, 307 Church Street, Santa Cruz
  • Saturday, June 4, 2016: Los Altos Hill Town Council Chambers, 26379 Fremont Road, Los Altos Hills (time TBD)
  • Wednesday, June 15, 2016: 6:00 p.m. - 8:30 p.m.; San Mateo County (location TBD)
  • Wednesday, June 29, 2016: 6:00 p.m. - 8:30 p.m.; Santa Clara County (location TBD)

A working session to discuss the FAA feasibility response will be held on Saturday, May 21, 2016, from 10:30 a.m. to 1:00 p.m. at the Grant Park Multipurpose Room in Los Altos. This event is open to the public; for more information, visit quietskiesnorcal.org

SFO releases noise complaints for January 2016
A total of 250,714 noise complaints were received by SFO during the month of January, from a total of 1,708 complainants. 41% of the complainants came from communities in the South Bay and Santa Cruz County. The Mid-Peninsula registered 36% of the complaints filed in January 2016.

City Manager Recruitment Survey
As part of the City Manager recruitment process, the City has created a survey to gather input from the public about the background and leadership qualities they value most in their next City Manager. The public is encouraged to visit the online survey via the City website; it will be active until July 1, 2016.

Senior Commission Recruitment
The City is conducting a recruitment for five members on the Senior Commission. Applicants must be Los Altos residents age 55+ or have special skills or experience which may benefit seniors. Applications are due to the City Clerk’s office by Friday, June 3, 2016. Interviews are scheduled to take place on Tuesday, June 7, 2016. More information can be found on the City’s website.

Artistic Bike Rack ribbon cutting on State Street

Artistic Bicycle Racks
The City hosted a ribbon cutting for three new artistic bike racks installed on State Street. The racks are the results of the Bike Rack Design Competition held by the Public Arts Commission. All three racks were designed by members of the public. A fourth rack has been installed on Main Street and two other racks will be installed on Main Street in the coming weeks. A separate ribbon cutting is planned for the three racks on Main Street. More pictures can be viewed on the City's Facebook page.

Budget Update
The proposed 2016/17 Operating Budget and 2016-21 Capital Improvement Plan will be available on the City website today and is scheduled to be reviewed at a City Council Study Session on Tuesday, May 24, 2016 at 6:00 p.m. Overall, strong economic growth in key areas of the revenue budget provides for an optimistic General Fund budget in 2016/17. General Fund revenues are expected to increase by 5.5% in 2016/17, while operating expenditures are expected to increase by 4%. 

The 2016-21 Capital Improvement Plan includes 76 projects; 13 projects related to civic facilities, 13 community development projects, 41 transportation-related projects, and nine projects in Wastewater. Proposed projects range from studies to transportation and pedestrian safety improvements, as well as annual rehabilitation projects to multi-year infrastructure replacement projects. The 2016-21 Capital Improvement Plan totals $42.7 million and anticipates an average annual demand on the CIP/General Fund of $2.1 million over the next five years.

The budget is scheduled for adoption by the City Council at its regular meeting on June 14, 2016.

Building Division

Inspections Stay on Track
A building inspector’s daily schedule is filled with activities such as arranging site inspections, assisting citizens at the counter and on the phone, plus reviewing plans for code compliance and verification that what has been approved is being built. When an inspector position is vacant – like now – the full time inspectors share the workload and make sure that customer service levels fulfill community expectations. There has been some assistance however, Lowell Brown, with TRB & Associates, has been coming in several days during the week to help the City while it is recruiting for a full time building inspector. His assistance and the dedication of the City’s full time Building Inspectors has helped maintain a high level of service to the community and has allowed the numerous construction projects taking place around the City stay on schedule.

Parking Review
The work of the City Wide Parking Committee is in the process of being collected and reviewed in preparation for soliciting the assistance of parking consultants to evaluate their recommendations. Staff will be seeking proposals from parking consultants that have not done previous parking studies for Downtown Los Altos. This is an effort to provide decision makers with advice on how best to proceed with enhancing parking in the Downtown. A timeframe for the completion of the review will be somewhat dependent of the availability and schedule of the selected consultant, but staff is optimistic that this review can get underway shortly.

Code Amendments
The Planning Commission is currently considering a series of code amendments and will develop a recommendation to the City Council. One of the amendments provides for the expiration of a permit application. At present, an application for a permit does not expire and can remain an active application indefinitely. These types of applications are typically those that are deemed incomplete and for which additional information is requested of an applicant so the project can be properly evaluated, both by staff and decision makers. Applications that linger too long can, if activated by submittal of requested information, be at odds with prevailing policies, laws, and community opinions of appropriate development. These situations can hamper good planning efforts and result in extended reviews. The Planning Commission recommendations will seek to prevent these situations by requiring applications to remain current and in-line with the policies and laws in place at the time the project is considered.

Loyola Corners Community Meeting
At the April 26, 2016 joint study session of the City Council/Planning and Transportation Commission, several speakers suggested holding a community meeting to enable residents and commercial property owners to share their perspectives on new development in Loyola Corners.  Staff believes additional communication may be helpful and has schedule a community meeting for Thursday May 26, 2016 to be held at Tom’s Depot Restaurant in Loyola Corners. The meeting will begin at 6:30 p.m. and is anticipated to end at 8:30 p.m. or 9:00 p.m. The meeting is intended to be a conversation among property owners and residents about the policies to best guide new development including appropriate building heights, allowed uses, street improvements, and incentives to encourage local serving retail uses in the area. The “conversation” will be facilitated by Shawn Spano of Public Dialogue Consortium.

Los Altos Police Launch YES! Campaign
The Los Altos Police Department is pleased to introduce the Youth Exhibiting Safety (YES!) Campaign. Between June 9 and August 16, 2016, Police Officers will be hand delivering YES! Tickets to youth exhibiting safe behaviors, such as riding responsibly on bicycles, wearing helmets and using crosswalks. YES! Tickets will be redeemable for a prize at one of several local Los Altos businesses. Officers have received a positive response from the business community, already collecting more than 600 awards from 25 local businesses. National Police Week - Why I Wear the Badge
The Police Department worked closely with Public Information Coordinator Erica Ray to launch several brief testimonials from Los Altos Police Officers in recognition of National Police Week. The officers described, “Why I Wear the Badge”, sharing their motivations for becoming an Officer. The testimonials were released via various social media outlets, including the newly launched Police page on Nextdoor.com. This was a great opportunity to introduce Los Altos residents to their Police Department on a more personal level. We have received an outpouring of support and “Thank You’s” from the public in response to this outreach effort.

National Public Works Week
Public Works staff attended the American Public Works Association (APWA) Silicon Valley Chapter Annual Awards Recognition Luncheon on Wednesday, May 18, 2016, held during National Public Works Week. At the luncheon, the City received the Project of the Year award for the Redwood Grove Creek Bank Stabilization and Boardwalk Replacement Project in the Environment/Park Projects less than $2 million category. The APWA Silicon Valley Chapter represents public agencies, private sector companies, and individuals dedicated to providing high quality public works goods and services in the Bay Area from San Francisco to San Jose.

Artistic Bike Racks Installation
Public Works crew installed four artistic bike racks in Downtown Los Altos. Three are located on State Street in front of Linden Tree Books, Peet's Coffee and Tin Pot Creamery. The fourth was installed on Main Street near Adventure Toys. The crew had a lot fun completing the task and the final installations look great.

First Street Utility Undergrounding Project
PG&E and its subcontractor, Accubore, will begin potholing work on First Street between Plaza South and Lyell Street to identify and locate existing underground utilities next week. While some parking will be temporarily unavailable, traffic control will be in place to allow two-way traffic on First Street. This work is done in advance of the anticipated trenching project currently scheduled to begin the first week of June.

467 First Street Encroachment Permits
Public Works staff has issued encroachment permits for utility trench restoration efforts to the contractor at 467 First Street. The restoration work is scheduled to occur May 23rd through May 25th on San Antonio Road and May 26th through June 3rd on First Street. Traffic control will be in place for both lane closures.

Miramonte Avenue Bicycle and Pedestrian Improvements
Staff and the consultant completed a walk through and conceptual design review for the Miramonte Avenue bicycle and pedestrian improvements this week. The conceptual improvements will provide residents three different design concepts for consideration, including Class I Pathway, Class II bike lanes with a walkway, and Class III Bike route with a walkway. Due to spacing limitations, some locations may be a combination of improvements depending on feasibility.

Fremont Avenue Pedestrian Bridge Feasibility Study
Engineering staff received and are currently reviewing proposals to conduct a feasibility study for the Fremont Avenue Pedestrian Bridge. The feasibility study will review various alternatives for repairing or replacing the aging wood structure next to the newly completely Fremont Avenue Bridge.

BPAC booth at Farmers' Market

Bicycle/Pedestrian Education and Outreach
City staff and the Bicycle and Pedestrian Advisory Commission (BPAC) are preparing to hold a booth at the Downtown Farmers' Market on Thursday, May 26, 2016 in order to gather feedback from residents regarding Bicycle/Pedestrian education and outreach. The goal of the Farmers' Market booth is to understand what bicycle and pedestrian education content is valuable and desired from the residents. These ideas will be further developed by the BPAC.

Junior High LAYC Dance
Tonight, Friday, May 20, 2016, we will host a special end-of-the-school-year LAYC dance. The dance will have a special “game van” that will be available to the attendees and Baskin Robins will also be donating ice cream. The dance is from 7:00 p.m. to 9:00 p.m. and is open to 7th and 8th graders who live in Los Altos or attend a Los Altos school.

Welcome New Recreation Supervisor
We are pleased to announce a new Recreation Services Supervisor, Jaime Chew will join the Department on Monday, May 23, 2016. Jamie has 19 years of recreation experience and, most recently, spent seven years as the Recreation Services Supervisor for the City of Milpitas. Jamie is a graduate of UC San Diego with a Bachelor’s degree in General Biology. She will be overseeing several special events, including the Summer Concert Series, Halloween Window Painting and the New Year’s Fun Run. She will also supervise the production of the Department’s Activity Guide, Preschool programs and the Senior program. Welcome Jaime!
